### Responsibilities
This position is located in the Business Office and serves as the Manager of the Portland VA Medical Center Telephone Access Program. The incumbent is responsible for development, coordination, and implementation of all systems related to the patients' care experience via
phones, Audio care and other such programs. The incumbent is responsible to integrate with other electronic patient access methods to shape a consistent patient experience at the medical center level as well as in specific clinical and administrative areas. This program directly impacts the medical center's patient telephone experience, patient outcomes as well as resource and cost implications. This position will have supervisory responsibilities by overseeing two departments. The incumbent will effectively and efficiently manage the day to day administrative and technical operations of the Telephone Access Program and for the update, maintenance and creation of all Audio care changes and requests. They will be the gatekeeper to all telephone access requests made by services within the medical center and also represents the medical center for all VISN and National calls, meetings and monitor and oversees any pilot programs affecting telephone access.

### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/01/2018.
**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:**Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
* **Specialized Experience:** You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience includes, experience gained typically in a hospital, business office, or similar environment where the applicant has proven experience in; Effectively managing administrative and technical operations of a patient phone access program; Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively both orally and in writing **OR,**
* **Education:** Applicants may substitute education for the experience required for the GS-11 level. Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M.
OR
Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
